An exhaust tip will make mostly a cosmetic change to a vehicle. Tips will not change the nature of a car's exhaust note nearly as much as installation of a cold air intake and a cat-back exhaust. Those components literally change the nature of the car's respiration system.

Bias ply tires have the steel cords as well, they just run at a slightly different angle, but they could do the same amount of damage as they aren't guaranteed to come apart in chunks with tire failure as the commercial driver stated. Bias ply cords run at 32 degree angle and radials run at a 90 degree angle to allow the tire to flex more.
